38 weeks 4 days? is this normal?

i had my weekly check up today and i really thought i had some progress with dilation down there but still nothing! i asked the doctor if my baby is facing the right way and she gave me an ultrasound my baby's head is way down low and her legs are in my ribs, the doctor said i have a big baby and she has a big head!!!! if she is down there ready why am i not dilating? can hpv stop me from dilating? and is it normal for them to say my baby head is big? is that a sign something maybe wrong?
