How do you quiet down a glass pack muffler?

i recently bought a thrush glass pack muffler i am looking to feel the rumble but not hear so much noise does any one have any suggestions as to how to quiet glass pack down enough to were i won't get stopped by police for loud exhaust im thinking about putting it behind the catalac converter and keepin the original factory set up on as well
