What about car rentals..?

so im looking to rent a car. but im only 19. i only want to rent until i can afford to buy. because it would seem like a good way to get by until then. but the problem i am having is that i all the places i have called say i have to be atleast 25 to rent a car. WACKKK!!!!! basically my question is ... if there are any suggestions as to what i can do.. because public transportation is not an option for where i live. they dont have busses.. and a taxi ride cost an arm and a leg for even just a miles distance. if anyone knows anything about car rentals.. or even any other options i can ponder upon.. all opinions are appreciated. thanks so much!
