On the surface of a neutron star does the gravitational time dilation only on the surface slow you down by 15%?

If you could somehow stand on the surface of a neutron star, I know it is impossible to stand on the surface of the neutron star because of the strong gravity, but would the neutrons stars strong gravitational time dilation slow you down only by 15%. This is what a astronomer told me is this right. Also how much in years is 15% in terms of time speeding up time outside the neutron stars gravitational time dilated area you are in. For example if you stayed on the surface of the neutron star for one year how much would time have elapsed on earth. Also could you tell me what would the percentage be of gravitational time dilation slowing you down if you were around 1000 kilometers away from the neutron stars surface, and also if you were 2000 kilometers away from the surface of the neutron star, and how much that percentage is in years.
