How does time dilation effect you if your rotating on your own axis at close to the speed of light?

Assuming you mean that you rotate so fast that the the velocity of your outer cells is close to the speed of light, the cells of your skin will age less than the cells in your spine. Note however that centrifugal effects will have ripped you apart well before you have reached that rotation speed, so basically nothing will effect you: you will be dead.
