Is this an early labor sign?

Im 39wks 2days along with my 2nd daughter, had my first at 37wks(water broke, started spotting, then contractions, 6hr labor) with this one its a lot different, my last two checks were wk38 my cervix was still high, doc couldnt feel any dilation, wk39 it was still high but soft, now ive had period like cramps since last night, theyre more continuous than come and go, every now and then they get a little more intense, the cramps are kinda in my back too..as far as I can tell my baby hasnt dropped, just curious if this means anything or if its just another late pregnancy annoyance
